Visual Chum works in the salt.
It does works. SW is a whole different game. Handful of pebbles work for stocker trout (illegal) simulates hatchery feed time.
Tossing sardine chunks brings yellowtail, dorado, tuna. 100' away they see it and come racing to investigate.
Scales from sardines coming off a bait tank pump is visual chum.
Bottle caps, sink a beer/soda can offshore. If a offshore species see's a flash 200' away they will speed towards it to investigate. They get close and see it is only a Bud light can, turn away, then see a Sardine (on your hook) and hit it. A dozen new shiny washers from Home Depot would work for visual chumming.
Fish are hungry and looking for food all day.
Drifting away from a kelp paddy 30 miles offshore you can 100' to 300' visibility. This is common.
Guys always sink beer cans. It is legal too once you are X miles offshore. They dissolve in less than a month.
There is laws on dumping trash legally in the ocean. 3 miles, 10, 50 miles ect. Human waste, paper, metal, aluminum is legal to dump in the ocean.
Large container, oil, fishing ships all dump trash legally offshore.
You don't want to get pulled over for a routine inspection and have a bunch of empty beer cans in a harbor. BUI $$$
I learned this back in the 80's helping bring a 60' sailboat back from the Newport to Cabo race. ALL THE TRASH (except plastic) GOES OVERBOARD.
Paper, tin cans, aluminum, glass bottles ect.
This guy told me he keeps a sack of beans on his $250,000 yacht/commercial boat. He is not a BSer.
Lots of guys buy the rod and reel commercial fishing license. The cheap license allows them to catch 300 lbs a month.
Then they get tax write offs, they can buy commercial red dye fuel, SAVE A TON OF MONEY. $$$
If you bought $500 gallons of fuel wouldn't you like to save over a dollar a gallon ? $$$
It is kinda a scam/loophole but smart. If you saw this guys boat at Catalina you would not have a clue it is commercial fishing boat.
Guys like him do it for the $ savings not to make a living as a commercial fisherman. There is many guys that do this.
His boat looks similar to this Yacht and is a commercial fishing boat.

You know, I have dropped over dirt clods while I am float tubing for panfish. It really seems to bring them in when all the dirt starts clouding up the water. The fish come in to check it out.
