    You are right on when you stated:

    I recall the testimony given by Mike, (who used to be the State Biologist at DVL and is now a State Scientist), to the Casitas Water District Board when they prohibited private boat from launching at lake Casitas & Cachuma. He stated to the board at their board meeting that there was nothing they could do to prevent the infestation of Quagga & Zebra Mussels into their lakes, because the larvae are transported in the feathers of bottom feeding ducks!
