Default Private boats and fishing licenses

Hey guys and gals! I'll going on a boating trip through my friends buddy who owns a sail boat. His buddy said that we can fish if we wanted to but had a question. Do all people on board need a license even if only one or two will be fishing or just the people who will be fishing? Don't want to be caught off guard if all people needs a license.

Just make absolutely sure that none of the un-licensed even touch a rod or reel even to move it or hand it to one of the licensed fishermen.
