No, not by a longshot.
Voting without ID would not the same as fraudulently voting. Now, fraudulently voting is currently a felony under 18560(a) of the Election Code, and is punishable under the Penal Code § 1170 (h) by a term of 16 months in jail or 2-3 years in prison. I can't imagine punishing someone with that kind of prison term for fishing without a license.
As for hiding from the law - what would they be hiding from?
But hey - since we are using your analogy, are you suggesting we issue fishing licenses free of cost?
