    Chicken hawk,they scoop down on my baby chicks all the time when I used to raise gamefowl back in the days.

    On second check--- it looks like a light juvenile red tail. Flared plumage.

    How small is your small dog? There's a pair of these Red-Tails that are in my neighborhood and I've seen them take down pigeons.
