Hey DR I know of a few man made reefs. Doubt there is reef balls. I have fished several man made reefs from SD to Oceanside. There marked with poles orange and white they say artifical reef. I think divers take them over though. FISHINGBEE
A few hundred of those in the Santa Monica Bay would be nice!
