It is def possible to catch fish regardless of tides at any point in the day. I have found that a strong incoming tide is always a safe bet for the harbor and surf. However, strong tidal movement (regardless it it is incoming or outgoing) is most important. So I would pay more attention to the strength of the tidal swing than trying to fish an incoming tide.

A good tide catches lots of fish. Offshore its all about the bait balls bait schools.

On the exposed beaches I usally fish the best bite seems to be in the two to three hours straddling the higher high tide of the day.

In NPH, I have floated around for 2-3 hours of slack tide with maybe one fish caught on structure, but once the tide starts moving back out I usually can't keep 2 poles in the water. Its a strong fast bite when the tide is moving well. So to me, the tide matters. BTW I used to use Wetsand.com until they changed their format.
