Do you mean freshwater? Surf fishing? Open ocean fishing?
C-rigging is best for shore/surf fishing. If on a boat, id rather dropshot, flyline, or use a high/low rigging, or dropper loop setup..
If you mean surf fishing, a c-rig is the best. (unless going for corbina, then you should just use either rubbercore sinkers or splitshots. Corbina spook easily.)
To find deeper water in the surf, look for holes-- areas where the waves fizzle out before they hit the shore. Troughs are similar to the holes mentioned above only they are like a long line where the waves suddenly die before they hit the shoreline.

carolina rigs are killer for fishing water from 15 feet all the way to 60 feet, using a 3/4 to an 1 ounce weight u can really dredge the bottom and get all those bass sticking to that deep structure, try using a lizard, brushhog or creature and dragging it anywhere where there is structure rocks, drop offs and logs are ideal structure. just get out there and drag them nice and slow
