Perch definitely do eat peas. I haven't been there for awhile but I used to kill the Opaleye Perch at Redondo with frozen peas.

There used to be lots of them near the harbor rocks. I would sight fish them with a UL setup and it was a ton of fun. Either flyline or split shot a single frozen pea with a small hook. I C&R pretty much everything I catch but I've been told they taste good.

Yep peas will kill perch and opaleyes. Especially at Catalina near the shore.

They usually don't hang out in the surf. They like structure and calmer water (like harbors, pylons around marinas & piers, in and around rocks off a jetty etc...). Peas, moss and pieces of plain old nightcrawlers.
