I was assuming the Santa Ana winds with the rough water and whitecaps and all would stir up the water. Hurting visibility.

Actually the opposite is true. The Santa Ana winds cause the surface waters to be blown offshore allowing an upwelling of colder nutrient rich waters to replace them. This water is typically very clear.

Guess you always have to dive after the Santa Ana Winds.
I'm sure its always a small craft warning during the winds.
Guess the winds make the water clean/clear for good fishing.
But.... also turns the water cold for bad fishing.
