Help buying a used outboard-1990 Merc 90hp

Hey gents, I was hoping someone could tell me what I should pay for a nice condition, 1990 90hp merc. Very clean, almost no corrosion of any kind.

Comes with controls, but steering is frozen, and the cable was cut. Anyone know what it entails to "unstick" the steering, and buy a new cable?

Any help is appreciated!

Anyone know anything about this model? Anything would be helpful in making my decision to buy or not.

$1000-$1200 max if its really really clean with solid compression. Id be worried if the steering is frozen, sounds like the motor was used a little more than the seller wants to tell you. Take it to a shop and have them diagnose the problems before purchasing. This way you'll know what to expect.
