I submitted the photo to the dfg, and they said :
Hi Travis,
You caught a mountain whitefish, Prosopium williamsoni. This is a sportfish in California, but it is not commonly harvested. They usually bite on small flies or spinners and, as far as the Eastern Sierra goes, are only found in the Walker Drainage. Though they look more like a minnow than a trout, like trout they have an adipose fin located just behind the dorsal fin on the back.
Up to five mountain whitefish may be harvested per day during the open season for trout.

Thanks for sending along the picture and information on where you caught the fish. What you caught is a mountain whitefish. This fish is one of the most widely distributed species in western North America. In California, the are commonly found in streams and lakes of the east slope sierra. The mountain whitefish are underappreciated game fish, most likely because of there sucker like appearance. They are very good tasting if you every wish to keep one for the table.
