I file taxes in California but can't get a resident fishing license

I have a weird situation. I left the US over a decade ago and my legal residence is no longer in California. However, I'm still required to file taxes in California because of my bank and other accounts. I don't have any type of California ID. Since I file taxes in California, it seems like I should be able to get a resident fishing license, but how would I even do that without a California ID?

po box and or a library card and or your social security card gives you 2 legal documents

and a story why you have no drivers license should get you by at a big 5 to buy one
