Confused about crab traps in LA

Hello folks, I'm new here. I have a California compliant crab trap but reading through the 2020 regulations, if I understand it, ALL crab traps are illegal south of Santa Barbara? Is that the case? My hope was to drop the trap off a boat around LA (around of Santa Monica).
