yes both lakes are full and will probably be for awhile.. they are draining upper to lower everyday.. though the top will drop to accept more water from up north.. the lower should be capped for awhile.. the bad thing all the water they keep dumping in is cold and mixed with the wind the lower lake is like stained now.
