HELP... 2nd Rod Stamp Needed for Ocean Fishing?

On the DFG website regarding the 2nd Rod Stamp, it refers to inland waters only. I can't find any mention of needing the stamp in the salt.

I'm thinking about soaking a live sardine or anchovy while working a swimbait but won't do it if I need a second rod stamp. And what about fishing with a single rod and hanging a hoop net off the boat for crab... is that legal? I know you can do it from a pier.

No 2nd rod stamp, FW only.
You can have as many rods as you can handle.
Only 2 on a pier or jetty.
