Lake Perris dam work completion date?

Does anyone have information as to when the work on the Lake Perris dam retrofitting/reinforcement will be complete, so we can launch our float tubes from the Bernasconi area? Did I hear the spring of 2016?

I don't think its that soon from my memory of talking to lake staff. I think its 2018.
