If you are wondering why so many from the California State Legislature have remained silent regarding the shooting in San Francisco that claimed the life of Kate Steinle; It is because they passed a law that allowed the string of events that caused the shooting.

On October 5th 2013 Governor Jerry Brown quietly signed AB-4 ,known as the TRUST ACT, into law.
AB-4 was introduced on December 3rd 2012 by CA Assemblyman Tom Ammiano and was co-authored by Assemblyman Alejo, Senator De León, and Assemblyman V. Manuel Pérez. AB-4 officially took effect on January 1st 2014.

AB-4 was passed under Suspension of the Rules, a parliamentary procedure in which a deliberative assembly sets aside its normal rules of order to do something that it could not do otherwise.

So what does this have to do with San Francisco being a Sanctuary City? The answer may shock you! The California State legislature, by passing AB-4, made a California State Law that said local jurisdictions did not have to cooperate with federal officials in instances regarding immigration.
The Law lists out 37 specific instances -some of which are vague at best-, at least 1 of which the illegal immigrant in question must have been CONVICTED of within the last 5 years, and if that criteria is not met here is what the bill says:

If none of the conditions listed in subdivision (a) is satisfied, an individual shall not be detained on the basis of an immigration hold after the individual becomes eligible for release from custody.

And for the record, Felonious Identity Theft is not listed, nor is any kind of Cyber Crime.
But it gets even worse. With the passage of PROP 47 in California in 2014, many felonies, that would have previously met the standard for notification to ICE, are now misdemeanors under the law, and as such do not meet the requirement for detainer or notification.

And of course we can’t leave out California Governor Edmund Gerald “Jerry” Brown Jr. who signed AB-4 into law.

I can't say I support the concept of sanctuary cities, but there's not much the feds can do about this. You know, that states' rights thing you guys sometimes clamour on about....
