I used to surf el porto a lot and there'd be times when you'd walk out of the water and have big patches of sticky oil all over the soles of your feet. You needed mineral spirits to get it off. That chevron plant used to have some kind of cooling water outflow that emptied just past the surfline. I think,the surfrider foundation sued them and so they moved the outflow further offshore maybe a mile or two. It wouldn't surprise me one bit if this leak was somehow tied to the chevron refinery right off grand avenue.
