Just was wondering if this applies to everyone or just the big comercial fisherman. hoping this doesnt affect our live bait situation for the 3 day Ive got planned in sept

Are the bait barges considered commercial? I would think so. Will they be allowed to catch sardines for us?

Bait barges are not commercial. They can scoop bait where commercial boats can't.
Seen them scooping in LA/LB Harbor several times. Santa Monica Bay too.
