I'm sure 90% of those on road accidents were due to running offroad knobby tires on asphalt and losing traction around a turn. I say give 'em a street legal option and require turn signals, brake lights, and DOT tires. The money they make in registration fees could pay for at least ten more guys to write useless legislation.
