Here is a low budget truck bed rod holder that I have found to work really well so far. Cost is about $5 and I got all the parts at Lowes.

Build list:

(2) black rubber bungee cords
(1) 1/2" piece of foam pipe insulation without the adhesive
(3) zip ties

Connect the two bungee cords together and stretch across the bed. Be sure the clamp ends where you connected the bungee cords together so the pipe insulation will fit nicely over it. Cut the insulation to the correct length and cover the bungee cords. Zip tie the two ends and the middle just tight enough to hold the foam in place but not cut into it. The last step is to cut notches in the foam where you want place your rods.
