Meh, hindsight is always 20/20.
I remember the nov-dec 2012 snowpack well. Word was we had too much water... hasn't rained since.
Every year is a gamble regarding how much storage to leave in the reservoirs in anticipation of spring rains and early summer snow melt.
Dec 2012 we were 200% norms.... looked like an onslaught of snow and rain for the rain season.
Well we know the rest of the story. I don't begrudge the agencies decisions not to fill the reservoirs then. Its weather, the second man thinks he has it figured out we get the worst drought in recorded history
