If you mean Zuma, it's now a marine protected area. Here's a link to maps and information about southern California MPAs.

This whole MLPA stuff is confusing as heck. From my understanding, Zuma Beach is a State Marine Conservation Area where take, damage, injury, or possession of any marine
resource (living, geological or cultural) is prohibited EXCEPT for species expressly allowed for recreational and/or commercial take. Sounds like it's legal to fish from the beach here?? Can someone who knows the deal please chime in here. Thanks.

You got a speargun? lol
Some people still fish in this area, sometimes you get hassled, sometimes you don't...

Permitted/Prohibited Uses: Take of all living marine resources is prohibited except:

The recreational take of pelagic finfish (http://www.dfg.ca.gov/marine/mpa/scmpas_list.asp#definitions), including Pacific bonito, and white seabass by spearfishing is allowed.
The commercial take of coastal pelagic species (http://www.dfg.ca.gov/marine/mpa/scmpas_list.asp#definitions) by round haul net and swordfish by harpoon is allowed.
