... CA piers? I realize a "report card" is needed, but wondered about the license, since one usually isn't needed on CA piers.

I believe you need to have a license to buy a lobster report card.

Found this on CA DFW: Spiny Lobster Report Card $9.46
Required for all persons taking spiny lobster including persons who are not required to have a sport fishing license, such as persons who are under 16 years of age, persons who are fishing from a public pier and persons who are fishing on free fishing days.
That sounds like pier licenses are not required.
