I'd think that there is no way the lake is "too low" to tube, I would suspect that it is a backpack down to the water with the tube a little hard work might be worth it.

There is definitely plenty of water to tube. It's a bit of a walk down but nothing impossible. Should be killer once you launch the tube and cast!

My only concern was getting down to the water to launch. Throwing my tube/gear over my shoulder for a hike to the water is not an option, but if there is some flat/walkable ground down, that's doable w/my wheel setup. I also have a 4x4, but may go up to Rock Creek Lake if South is too much work...
