Quick question. I want to try some carp fishing, and I want to know if it is still legal to use corn for bait in California. I know it's illegal to chum with it.

For the 8000000000th time on this board. YES! 1000% corn is legal to us for bait on a hook. It's the fact the most people chum with corn that confuses people. Chumming in freshwater in CA (aside from CO river) is illegal. But fishing with corn on a hook for a fish with a fishing license is totally legal.

what is said cobb was halfway eaten, then gone to throw into the trash receptacle, missed, rolled into the lake, breaking some of the kernels off and was accidentally hooked by another angler. Is that legal?

It's only legal if there's a hook in each kernel...otherwise, no.

This is a subject that is wrought with confusion. The DFG regs clearly state that you may fish with processed foods. Fresh corn off the cob is not a processed food. So technically, the corn must be canned or processed in some way to be legal. Here is the F&G Code Section:

4.00. BAIT-GENERAL.
Legally acquired and possessed invertebrates, mollusks, crustaceans, amphibians (except salamanders), fish eggs and treated and processed foods may be used for bait...
