from what i remember its open all year round unless they close the gate due to bad roads. There regulations there is pretty strict so read the signs carefully heres some info just search hot creek on it

Open all year. Only artificial flies with barbless hooks may be used. All caught fish must be released.

Exactly! I was up there this weekend at the hot springs and the place was packed on Sunday.
