Has anyone ever got spooled or nearly spooled while surf fishing?

No, however a Ray or Shark is most likely.

Yeah. It's happened to me a couple of times, since I use mainly 4lb test. It's most likely guitarfish or shark/ray if the few times I've been able to spot the spooling fish before it ran away.

Can't say I have ever been spooled except once on the Kern River. 2 pound test on a Squaw Fish.

Nearly spooled by a Bluefin Tuna once on the FV Vagabond. Lucky for me it stopped short of the 20 or so yards of line left on the reel.
Surf, no not even close, YET,

almost got spooled by a 56" leo.

Tip of the day (that I learned fishing tuna on the Royal Polaris)...
If you're using a baitcaster, this will work, not always, but a lot of the time. If you're using a spinner...well, don't know how to translate this technique effectively. When you notice that your spool is getting thin (and don't wait till you only have a few wraps left), pinch the line above the reel on the grip of your rod (whether it's cork or hypo) and start walking backwards away from the fish. Don't try and put huge pressure on it to stop the fish entirely...you won't be able to anyway. This will make the fish turn around...sometimes. If he starts to peeling out, just release your thumb and wait for him to slow a bit...and pray that you don't hit rock bottom. I can't explain why, but it works, whether it's a 100lb.+ tuna, or that leo from the beach. I do think that this technique works better than thumbing the spool cuz you end up putting less pressure on the line which can cause it to break or hooks to pull. Once the fish stops, you can walk forward and start putting some wraps back on the reel. Don't give any slack or he'll turn around and start taking line back.

Like I said, this doesn't always work, but hope it helps.

I was planning to to cut my line and tie it to my other rod...

I have been spooled once morro bay on the T-pier. I was fishing next to the pier, I was getting a lot of small hits when I got a big hit it ran to open water. I thought I had it coming in once but I was wrong it just ran some more till I hear SNAP.
