MPLA closures

I was wondering if someone can explain the closures to me...
I was on the dfg website but wasn't sure of where and where not to fish. Not sure between The red and blue areas.
Want to know how of I can fish past paradise cove? My buddy caught a 28lb WSB and not sure if he was in an off limits area, just don't want to get cited..he's been fishing past neptunes net catching butts and WSB. Any help is much appreciated.
