Hey,

It's hard to say, but it looks like a clone of the popular Megabass Wagin Wakasagi (eBay link (http://www.ebay.com/itm/Megabass-Small-Popper-Bait-Pop-X-Baby-01-Wagin-Wakasagi-/110914118514?pt=LH_DefaultDomain_0&hash=item19d2ff2372)). A good example of a clone version is the Payo (I think), also on eBay (link (http://www.ebay.com/itm/PAYO-FLUTTER-Topwater-Popper-Bass-Peacock-Pike-Lure-6P-/110749381387?pt=LH_DefaultDomain_0&hash=item19c92d730b)). There's a few other Chinese versions of it; I've caught a nice bass on one version several years back. Either way, it's a nice-looking lure, good find.

[edit]: Here's a threat I started a while back showing a similar popper, also in similarly garish color. http://fishingnetwork.net/forum4/showthread.php?40033-Just-got-a-load-of-hardbaits-for-1-each-%28review-inside%29
