why, on the saltwater sportsfishing reports do they seperate the numbers for Bocaccio and Rockfish, when Bocaccio is a rockfish?

Bocaccio is indeed a rockfish. But, it is a special type of rockfish. You see the DFG states that this particular species of rockfish is "endangered" and has a strict daily limit of 2 fish per angler. Thus, this is why sportfishing counts will usually indicate Boc counts. Although there may be other reasons for the separate count.
