Oceanside area fishing

Need a little help guys. My father in-law has decided to take up fishing as his body ailments are preventing him from other activities. He lives in the Oceanside area. Any advice on where to fish in his area and how to fish it would be fantastic. He is definately interested in surf fishing this area if it is any good..
