Wow..$250 is a huge budget for a heck of a variety of combos. Hunt for good combos on Craigslist, Amazon, or even at the local bait-n-tackle shops for deals. Bass Pro is also great with their gears. Stripers, huge cats, carps, heavy set up is a must. You can get away with medium-heavy, but risking the rod or real anti-reverse SNAP during a nice fight. Baitcaster is a nice way to go. How about a Shimano 300? Maybe something bigger in the spool department? Abu Garcia Revo series? Maybe a reel version for casting? It's nice to have a fast action tip for flipping and casting. How about Shimano rod that's 8' to 10' long. Stripers are deep in the water now. Casting long is the critical key if you're hunting along the shore. There are plenty of approaches to this. If you're taking all types of freshwater to hunt stripers, including the ducts, while flipping/casting, might want to check the boys in the saltwater sections to see what they're using to cast long distant into the surfs. That may be the best bet.
