Could I get some suggestions for quality gear on a budget of lets say around $250 for a rod and sprinning reel?

I think your question is a bit vague. What are you looking for as far as weight, type of plastics, rigs, power, length? What lb. line do you plan on using etc... I would suggest describing the type of fishing you do, what species and technique to give us a general idea of where to start at.

Some specifics for what I typically use:
6" worm on texas, carolina, dropshot rigs
up to 1/4oz weight
6-8lb line
6'6"-7' Med

shimano crucial rods are legit. plus you get a lifetime warranty. hard to beat them at their price.
