Any open party boats allow lobster hoop netting?

Any open party boats and landings allow lobster hoop netting? Maybe twilight trips or something?

I don't remember which boat but there was one in San Diego that ran lobster trips last year. If I remember right each boat is allowed to have 10 nets total and this one was selling spots at $50 per net. Price included use of the net.
