Like.. what is up with that? Do they require the piece of skin for ID purposes? Even so, why is it illegal to cut a halibut fillet in half? This is so weird.. Can someone fill me in?

The patch is to identify the fish.. The full fillet is to guestimate the size (on fish with size limits (like Bass, Cuda & Hali, etc)...

hey smoke....example...a bass filet has to be 6 1/2 "....thats how they determin that the bass was the legal 12".....the skin patch is to allow them to id what kind of fish it was.......
