Hands-down, the best lure for BOTH bass and panfish I can think of is the Strike King Bitsy Pond Minnow.

You can find the tennessee shad pattern at walmart.

Once you bend the nose ring just right, it has killer action. The deepest it dives is 3 feet.

There's also the YoZuri Snap Bean, which is even SMALLER.

I have had excellent results dragging/trolling a super duper behind my float tube at Perris. Crappie, blue gill, red ear, bass, and the small catfish in my avatar. Snap bean earlier this season. These are in areas where shad are breaking the water. Also white crappie jigs with a taste of a meal worm.
Good Luck

That's right! I forgot to mention "Mr. Super Duper"... Kelster. He catches all kinds of fish with a Super Duper.

All the previous mentioned ones are great. Small Rapalas are good, a float and fly is something to consider. Ive gotten bluegils on small bass type spinner baits (not sure if someone said already)

I'm new to fresh water bass fishing but the thing that has worked for me has been a HYBRID drop shot rig. A few days ago at LP, I saw a fellow angler fishing with a hybrid style drop shot rig. I took his general idea and tweaked it to reduce line twist by introducing a swivel the rest consists of your normal drop shot with 1/0 roboworm of choice, 15" to 1/4oz weight, 10"-12" above the 1/0 hook a fire fly hook for BGs. The reason behind it, why just target one species.... target both at once. So far, last night while at LP after all the boaters had left at the ramps, I was able to catch 3 bass and 2 bg. For the first time trying it, not bad eh?! I went home with 1 keeper bass & 1 bg, the others where too small. I'm still experimenting to drop shot weight alternatives that can allow me to use cheaper weights but can let go of then through uses of weak knot configurations. I just haven't found any drop shot weights near me, and we know how snagging on rocks can be a problem... Well, thats my 1/4 oz cents on targeting both species... if you catch em both at the same time, maybe you should play some lotto, lol, jk. Good luck.

um I dont seem to have line twist problems when dropshotting, but to each their own i suppose and tying those 2 extra knots would probably be annoying to me. Oh but thanks for the hybrid set-up info Ive experimented with that myself to no avail. Whats a fire fly hook though?
