Are you allowed to go crab hooping at MDR on a boat? I'm a noobie so forgive the question if it's a stupid one.

You can hoop 24/7/365 most anywhere that is legal.
Many harbors have areas that are not legal. Channels or places that have boat traffic is asking for trouble.
Most breakwalls are ok except the center or Federall Breakwall at LA/LB is Off Limits to fishing and hooping on the inside only.
Best bet is to call MDR Harbor Patrol and ask about your area in question if you want to hoop inside the harbor.
