All you need is a PFD and you are good to go.

is there a difference between freshwater tubes and ocean tubes or are they the same thing? i have been curious about float tubing and didn't now if there are different types of float tubes or if they work in both salt and fresh water? thanks a lot for the advice. just trying to get some knowledge before i make that kind of investment.

Pick up a Rules and Regulations free booklet at a West Marine or most Marinas have them by the office.

To be legal you need a PFD and a whistle or horn (plastic whistle attached to the PFD is good).
Also you need a paddle or oars (to be legal).
Registration and CF #s if you install a gas or electic motor.

At night all you need is a white running light.
I got pulled over and a warning in a Zodiac for no running light.
I used a green and red light stick for lights but they said all I needed was a running light for under 16'
The light needs to be visable for 360 degrees. A small cheap light mounted to your hat will work.

Can't remember boat directions at night then use this to help.

Green = Right or Starboard side. (long words)
Red = Left or Port side. (short words)

Also you need to have a net with a min 18" opening or you could get a ticket from DFG.

A good place to start is a spot where you won't get blown by the wind away from your launch spot.
Take Cabrillo SP on the inside for example. At Cabrillo even though it is calm on the inside the wind blows you offshore towards LB.

It doesn't take much wind to push a small raft. http://i816.photobucket.com/albums/zz87/Denise-66/smiley_fart.gif

The price of those Sevylor seems to be kind of a rip for what you get, which is a low quality boat and over $400 for a new tippy canoe. You should save money and get a used quality boat like the ones below.
Wider, more stable, safer, better resale.

6 years ago I bought a old used 12' Achilles with a sad looking trailer for $350.
Used it for 1 1/2 years and even kept it in the saltwater in Pedro.
Fished the wall, hooped then sold it for $450.

There is alot of good used stuff for sale.
Get a wood floor one and you can stand up in, toss gear, hoopnets in them.
Alot less likely to pop with thick rubberized canvas. Zodiac, Avon, Achilles.
Get a $1200 boat for $400 or less. I've seen 20 year old Zodiacs still good.
Ask how long it holds air for ? Leaks ? Cracks ? The sun is what ages them fast.
