Clupeiformes are well-known for mass die-offs.
Though if you ask me, this looks like it was caused by some idiot dumping his fuel...

According to the news and a on scene marine bioligist they probably came into the harbor to avoid a red tide situation and the high winds pushed them into the wall where they used up all of the oxygen. But who really knows.

Whatever thew scenario, this isnt nearly as bad or outrageous as the news or heal the bay would claim.
