i thought this picture was pretty fun, these guys in India tie some type of sheet or tarp to the weir and wait for fish to jump in.

Aww......that only pertains to all of us in the US. For those guys in the pic and others in different countries it means no citation, no worry about being legal or not, it's call freedom to fish.....and I bet you didn't know that those countries with no fishing regulations also don't have the gears and equipments to productively catch fish. Therefore it's the fish volunteering to jump in those hanging tarp or net. Chances are less fish harvested in those thing than rods n reels. Take a look at the video in the below link. Those are natural native fish in those waters. No body stock them and those people have been fishing that way for who knows how many centuries with plentiful of fish still out there to catch today. The gears they used were everything they had or could get. Imagine if we could use anything to catch fish in this country, I'd say there will be no more fish left to catch even with set regulations and limits. So there's a give or take and everything balance out for everybody in every country. For me personally I go either way and be happy to keep the sport alive.

No fish left to catch, eh?

I guess the MLPA needs to expand its efforts.
