How big did it look ? Does it have a trolling motor on it ?
Looks like a converted Laser sailboat.
I Googled ' electric gondola boat ' and nothing came close.

ADF&G Electro-shocking Boat
The boat and the custom made frame were supplied by Alaska Raft and Kayak. The boat is a Grabner Ranger. The motor is a 25 hp Yamaha Jet. The package was assembled to sample fish populations in remote streams.
