Where Can We Launch A 24' Near SD?

A friend has a boat he wants to launch near SD. Where can we go that won't cost a ton of cash (launch and parking) just to get in the water?

I don't own a private boat but I thought Dana Landing in Mission Bay is free to launch... but that's in San Diego not near San Diego.

i don't know about now but last time all of SD county launches were free (parking and launching). Sucks to be in OC or LA......

What's up!
If you want to head to Oceanside, it's free to launch, $10 to park and they have a washoff area right next to the launch when you are done. Also, the bait barge is right next to the launch also.

There are a few spots in S.D. but the one preffered by most is Shelter Island.
It is free to park and free to launch. The bait barge is less than 5 minutes away and there is no place to wash off there.
