yes, i have in nebraska. we used to stalk carp from the shore or in a boat and occasionally got a bass or large panfish. we even got a few beavers every now and then. it is a lot of fun and challenging, the only place i know of around here that is it legal is big bear lake. plenty of carp up there.
I think the only lake in So Cal to do this at is Big Bear. I bought a bow a few months back specifically for this and havent even got a chance to use it yet. Even though the DFG says it's legal all year all over, most of the lakes have their own rules against it.
