Yep, that really is too strange. Too bad people just dump stuff in the ocean...right in front of other people, no less...and just walk away. No big deal to them. A license number would have been convenient to go along with the rest of the video. I guess if he does this often enough he will get caught, or run in to the wrong person at the beach.
