HELP--Halibut from the surf!

I see you guys are always catching halibut from the surf(wingnut). I live about 1 min from newport harbor. I got some lc plugs, but i don"t know where to go! How far out in the surf should i go to cast? Whens the best time? Low tide or high tide? I"m sooooo bored of float tubing for bass in the harbor. I feel like i mastered it, and now i want some flatties! I would appreciate any advice! Thanks.
