Walmart carries whole frozen herring. They stay on the hook way better than the 'dines or 'chovies, and they seem to catch bigger fish. Honestly, if you are after quantity, go for stitching c-rigged nightcrawlers slowly along the bottom. If you want quality, i'd say the whole herring are your best bet on a dropper loop. Also, don't forget about chicken livers. They put out a lot of scent, especially helpful in stained water.

I would go to the middle of the dam and fish chovies on one pole, and maybe a LC on the other. Go big, or go home! The fishing should be good early in the day and late in the day.
If you don't get any love in the morning try another spot!
