I'm partial to Superseekers, so I would recommend these blanks:
CJBF85 (for 30lb) or
CJB90F (for 25lb)
They are a hair heavier than straight graphite but way more forgiving and work the fish better.

Ditto on either the 800L or 800M. Although my personal preference would be the 800M.
That phenix black diamon 808 15-40 would be killer with the Saltiga.

I've used the 800m up to 40# and never had a problem. The 800m is my usual go to rod for 25 or 30#.

You easily could.

The Phenix is a very versatile rod. I have it with the saltist 30 T and it works like a dream. It handled a nice 50 lb wsb and a 40 lb hali this year, so I am not going to complain a bit

another for the 800M .......... 30# all day long. I have mine paired with the Saltist 30TH. It throws light jigs well and is a nice live bait rod also.
