Can anyone tell me if the shad are near the surface to where you can get them with a dip net at Casitas?

i was up there the other day, in the marina by the launch had some good bait balls, make sure you get there right when it opens because that when you catch'em better...
the other side of the docks had some bass fishers scooping them up tooooo,,,
the shad are popping;
